Message	need. It was more to settle a volatile market. Now those banks want to repay because they don't want the strings attached and gov't has attached more strings to make it even harder to repay. Search "Northern Trust TARP" and banks forced to take TARP. NT could write a check and pay it back but the gov't won't let them...hmmm
